New York City’s response plans for a chemical or biological attack will be put to the test in the coming weeks as part of a federal preparedness study. Don’t worry, the gas they’ll be releasing is probably as safe . . . as the COVID vax!
The MTA says the Department of Homeland Security working alongside a team of researchers and city agencies will deploy a non-toxic gas this month at about 120 locations across the city, including transit.
Most of the locations will be above ground, including some parks. A number of below-ground subway stations will also be included, though details on which ones weren’t known.
The tests will be conducted on five separate days between Oct. 18 and 29.
Anyone in the vicinity of testing operations are advised that the gas is non-toxic and poses no health risk to the public. Some folks wonder if they’re actually going to be releasing more COVID as a way to force the unvaccinated to get the jab? Will NYC see a wave of severe sickness in the days following this “test?”
The study simulates “the aerosol release of a biological agent in a densely populated urban environment.”
“The study will track movement of non-toxic material and the results from these tests will be used to learn more about the relationship between airflow in street level and underground environments,” the MTA said.
Commuters can expect to see teams of researchers working at locations scattered across the city both above and below ground.
The study is part of ongoing testing under the federal Urban Threat Dispersion program. New York City has been tested before, back in 2016, as have other major cities including Washington D.C. and Boston.

The Urban Threat Dispersion (UTD) project is part of the Department of Homeland Security (DHS) efforts to enhance the resiliency of urban areas and transit systems against chemical and biological agents.
This project is an airflow and dispersion study that will simulate the aerosol release of a biological agent in a densely populated urban environment. This study will be conducted in New York City and involve the release of safe gas and the collection of air samples and materials that settle on the ground and other surfaces afterward.
The results will directly benefit and inform outdoor, subway, and infrastructure modeling used by transit and emergency management officials as part of emergency response actions.
The study will take place from October 18 through October 29, during this time you might see personnel outside and in subways being escorted by New York City Police officers while they perform air flow tests.
The United States (U.S.) Department of Homeland Security (DHS) Science and Technology Directorate (S&T), in partnership with the Metropolitan Transportation Authority (MTA) and other stakeholders in New York City (NYC), is proposing to conduct testing events to improve resiliency of urban areas and transportation systems against chemical or biological terrorist attacks (Proposed Action).
This Environmental Assessment (EA) documents the analysis of any potential effects on the environment resulting from the Proposed Action. This EA is being coordinated with stakeholders and the public for information and comment, in accordance with the National Environmental Policy Act (NEPA) of 1969 as outlined in 40 CFR Parts 1500-1508 and DHS Directive 023-01, Rev. 01 and DHS Instruction Manual 023-01-001-01, Rev.01, implementing NEPA. Recent changes to the Council on Environmental Quality (CEQ) regulations implementing NEPA (40 CFR Parts 1500-1508) became effective on September 14, 2020. As stated in 40 CFR Part 1506.13, the new regulatory changes apply to any NEPA process begun after September 14, 2020. This EA commenced after that date; therefore, this EA conforms to the new CEQ NEPA implementing regulations.
The Proposed Action would take place between September 2021 and May 2022 and involves the release of particle and gas tracer materials directed into the open-air space in several pre-determined locations within NYC. The Proposed Action would include the release of low concentrations of safe particle and gas tracer materials as part of two programs – the Urban Threat Dispersion (UTD) program and the Chemical and Bio-defense Testbed (CBT) program. The Proposed Action and the No Action Alternatives are considered in this EA.
